The Baptist, according to God, is not Elijah.
I searched for the best meeting of the expressions "the Baptist" and "is not Elijah" (I used the Hebrew spellings from Franz Delitzsch translation), and I found the following matrix in the Tanakh.
In
this matrix both expressions show up vertically on the same string of
Hebrew characters, but separated from each others by exactly 4
letters, which could be translated "according to God" ("ayin-yud-lamed"
is one of God's names in Aramaic), so the entire expression could read
"the Baptist, according to God, is not Elijah"
.
